Democratic candidates for governor pressure Baker on income surtax

Backers of the surtax say the state needs the estimated $1.6 billion to $2.2 billion in new revenues to invest in public education and transportation infrastructure, but critics, including the business-backed Massachusetts Taxpayers Foundation, warned this week that the proposal could cause wealthy Bay State residents to move to less expensive states and warned new revenues would likely be needed to plug budgets gap rather than finance new investments.
