Views differ on whether letting civilians direct traffic has been a plus

“I’m hard-pressed to remember if I’ve ever even seen a civilian flagger. If you do see one, you’re totally taken aback that there actually is one,” said Michael Widmer, president of the Massachusetts Taxpayers Foundation. “There’s some minimal use of flaggers, but in the end this is a major disappointment.”
