Legislature gets back to doling out federal funds

As state of emergency ends, so must the governor’s firm grip on aid dollars

“This isn’t about crisis management today, but about that longer term,” said Douglas Howgate, executive vice president of the Massachusetts Taxpayers Foundation, in an interview. “So it’s appropriate that [federal funds go] through the Legislature. That said, there’s also a role for the administration to play. “But this is a different case [than the earlier COVID relief bill], and it calls for a different process,” he added.
