House Primary Care Bill Summary

MTF’s section-by-section summary of the primary care bill, An Act strengthening primary care and advancing health care affordability, engrossed by the House on June 30th.

The bill increases investment in primary care by establishing spending targets for hospitals, health centers, and other health care entities without increasing overall health care costs and supports community health centers through higher reimbursement rates. The House bill also takes aim at addressing the primary care workforce by requiring at least 80 percent of expenditures from the Health Care Workforce Transformation Fund be used for the recruitment, training, and retention of primary care providers. The bill also includes policies addressing pharmacy deserts, ensuring patients receive prescription drug rebates, and establishing coverage requirements for mobile integrated health care programs.
