Philip joins MTF as a Mid-Career Fellow after most recently serving as Committee Legal Counsel to the Massachusetts House Committee on Ways and Means under Chairman Aaron Michlewitz, where he contributed to developing and passing the state’s annual budget and focused on legislation before the committee in policy areas such as health care financing, public health, mental health, substance use and recovery, elder affairs, and education. Prior to joining the committee, Philip served as legal counsel and legislative director to former State Representative Denise C. Garlick.
Philip has a B.S. in Finance from Providence College and earned his J.D. from New England Law Boston.
