A Massachusetts Taxpayers Foundation report released last week reached many of the same conclusions. Without an influx of new employees, the MBTA will not be able to elevate service levels, fix deteriorated infrastructure and focus on new major projects, the report found.

Analysts said the MBTA needs to hire 2,800 workers in the next 12 months “to safely and reliably operate and maintain its core system.” That number factors in about 1,000 expected departures during the remainder of the current fiscal year.
