This MTF policy call will provide a comprehensive overview of the FY 2023 House Ways & Means budget proposal. We will look at new spending and policy initiatives to be considered by the House, assess the status of Governor Baker’s tax relief proposal, and consider how the bill fits into the larger fiscal climate.
“The net difference between where we thought we were going to be and where we are is literally billions of dollars,” said Doug Howgate, executive vice president of the Massachusetts Taxpayers Foundation. Howgate said early in the pandemic, policymakers were looking back at the 2008 recession and predicting another rainy day fund drawdown. There was also uncertainty about how long businesses would be closed.
"There's so much up in the air right now," said Eileen McAnneny, president of the Massachusetts Taxpayers Foundation. "This will provide some stability for the state and local governments while they wait for details of a federal aid package."
