Immediate Opportunities for Fiscal Recovery Funds and the two-page MTF in Brief highlight existing programs that can use Fiscal Recovery Funds right away to help the state address four key priority areas:

•    Pandemic recovery;
•    Barriers to prosperity;
•    Workforce; and
•    Infrastructure.
 
In addition to these existing programs, the report sets forth an approach for the state to develop new, transformative policy initiatives that can maximize the impact of ARPA resources.  As the Legislature considers ARPA legislation over the coming month, this report provides actionable recommendations to balance the expansion of existing programs with a long-term vision for recovery.
